The leader of the Labour party says 'fundamental change' is needed in An Garda Siochana.

Brendan Howlin's comments follow claims that the CSO won't publish the Gardaí's unreliable crime stats. Over a million breath test results have been faked by the force leading to calls for the Commissioner to be fired. But Deputy Howlin thinks no one has the guts to do it.
