Households that can't prove they disposed of their rubbish properly will be fined under new laws.
Local authorities are looking for powers to allow them identify households not registered with a waste company. TV licence style inspections would then be carried out and if a person couldn't prove how they disposed of their waste, they'd face on the spot fines of 75 euro.
